Lane 1: Air cargo originates from a Regulated Shipper.

The air cargo is secure and can enter the secure supply chain. To maintain the secure status of the air cargo it can only be handled by a RACA . As the air cargo is secure, there is no need for it to undergo enhanced examination.

Lane 2: Air cargo originates from an unregulated entity.

Air cargo is not able to enter the secure supply chain until it has undergone enhanced examination.

In this case, enhanced examination is undertaken by a VITA who is located off airport. The cargo's secure status

in the supply chain is then required to be maintained by VITA.

Lane 3: Similar to Lane 2, however the air cargo, as it has not undergone enhanced examination

prior to reaching the airport, will be required to undergo enhanced examination by a VITA.
